Its called the Zune theme. You can download it from Microsoft for free, its for XP. Google it.

@proent , go into the ADD/Remove programs in the control panel and you will have the option to remove it from there.

You can also get tune up utilities, much better program in my opinion

this is a nice tool but have you tried WinBubbles
It reminds me of Tweak UI but with ALOT more options
I think that you will find it better than tweakVI
