How can I properly install a custom made Windows 7 theme?

I just installed Windows 7 onto my laptop and so I went off in search of some good themes for me to use.

I have found a couple but they aren’t installing to the effect that screen shots promised they would.

Is there a proper way to install a 3rd party (custom) theme for Windows 7? Or are the screenshots with the cool looking windows and menus just hocus pocus to get the download numbers up?

How do I keep Windows 7 from shutting off my HD after being inactive for a short while?

It seems that the default Windows 7 setting is to shut a SATA storage drive off after being inactive in something like 15 minutes. I don’t think this is very healthy for my HD because I use the PC almost all day, and it ends up shutting down and restarting all the time.
